/tovernor ) CLEMENTS Campaign TO: FROM: SUBJECT: Jim Francis Rick Montoya Quebec Statement by WPC MEMORANDUM Governor Cements Campaign 805 Brazos Austin, Texas 78701 512 472-1982 Date: July 12. 1982 During speeches which include mention of Bilingual Education, WPC inserts "I will not condone having another Quebec in Texas." I did not get a chance to mention to WPC that the Quebec statement is harmful. On July 9, 1982, during my visit with Oscar Moran, LULAC, he brought this to my attention. Oscar emphasized that Mexican Americans especially do not like this reference for the following reasons: 1. Hispanics are proud of the patriotic nature of our community 2. Hispanics want Spanish-speaking ability converted from a liability to an asset (improved involvement regarding trade with Mexico) 3. Mark White has been tagged by Hispanics on several occasions for the same Quebec reference Recommend that WPC drop the Quebec statement. RM:sb
