Office of the Governor May 17, 1982 TO: Hilary FROM: Polly MEMO • Austin, Texas 78711 Phone (512) 475-2131 Dr. Ruth Bain, Pre ident of the Texas Medical Association and appointee of WPC to the Board of Medical Examiners, called Richard Box who called me to relay to WPC that the TMA is dissatisfied with WPC for the following reasons: 1. During the last session, under the National Health Planning Act legislation; WPC had the opportunity to increase local participa- tion in health planning and decrease state level planning. He did not do it. Kaster says he didn't hear from the TMA on the subject. 2. They don't like Dr. Rehfelt at DHR. They don't think he represents the medical community. The Department has been taken over by social workers and they fear that money assistance will be restricted to a certain number of officeAvisits rather than being based on need. There are only two physicians in TDHR now and one of them has cancer and the other has been transferred to a position with no responsibility. Marlin Johnston has reneged on a commitment he made to a doctor about money for medical services. 3. Not enough physicians have been appointed to non-medical boards and commissions. Bain is surprised at the number of doctors committing to Mark White and the TMA will request a meeting with WPC to discuss the above issues.
