Spearman, President Texas Southern University 3201 Wheeler Houston, Texas 77004 Dear Leonard: Governor Clements asked me to acknowledge your letter of March 26, 1981, reporting on the status of the several ongoing investigations. We very much appreciate being kept informed. I believe you share and fully under- stand the intensity of the Governor's feelings that the perpetrators of these crimes, as well as any employee derelict in duty, must be identified and dealt with in an appropriate manner. Your letter indicated that you expected a complete report on the robbery within a few days. You also indicated that the status of Mr. Scroggins and any other employees relative to the robbery would be decided at the April 2, 1981 Board Meeting. Please provide me with an update on those actions as soon as possible. In addition, I would like to know if you have made any plans to have your security operations critiqued, as discussed by Jim Adams in his letter to you dated March 26, 1981. I believe that we in this office do understand the magnitude of your task and the major challenge you face. I must share with you my growing con- cern that we are not pursuing as aggressively as possible the change in the environment at T.S.U. which has led to the intolerable situations that have existed for several years. Delay'in dealing decisively with recognized problems and inappropriate action on the part of individual employees, particularly senior employees, is clearly a sign that the environment is one of toleration for the improper, the questiorpble, the lax approach. Lack of toleration of any inappropriate action or any degree of incompetence is an absolute necessity at T.S.U. in order to turn your situation around.
