Box 2910 Austin, Texas 78769 Dear Representative Von Dohlen: Thank you for your recent letter requesting that I reconsider my earlier decision not to authorize an exemption from the State Classification Plan for a new staff position for the Texas Good Neighbor Commission to provide assistance to the Texas Partners for the Americas. I certainly agree with you that the objectives of TPA are commendable. However, as I stated in my November 14, 1979, letter on this subject, I do not wish to encourage the practice of employing State personnel to perform administrative functions for specific private organizations. Additionally, I am concerned with increases in State employment where there is not an absolutely critical lapse in an Agency's ability to adequately perform its statutory mission. After careful reconsideration I do believe my prior position was and is in the best interest of efficient and effective state government.
