He was asked about these at the South Texas Chamber of Commerce meeting and took the position that they were in the people's hands and not in the hands of the legislature or the Governor. I do not think it would be wise to endorse either #2 or #3 since they are stop-gap measures to straighten out problems already existing because of mistakes made by over-ambitious city councils in a couple of towns.
