Clements, Jr. FROM: A-gr SUBJECT: -Illegal Alien Survey DATE: September 29, 1982 A representative of Avante Systems Corporation has expressed objections a number of times to the selection of Lance Tarrance to ccnduct the survey of illegal aliens earlier this year. This person recently made allegations to the Travis County District Attorney that the selection of Lance Tarrance was rigged by the Governor's Office, that Lance Tarrance did not perform all that the contract required, and that the Governor's Office refused to give him a copy of the final report. A representative of the District Attorney's Public Integrity Unit then visited with me and other staff members. He was given access to the contract file and copies of any documents he selected. As you may remember, we asked for external evaluations by a group of academic experts and recoullendations of the competing proposals specifically to ensure an unbiased selection of a consulting firm. They rated the Tarrance proposal highest. The investigator told staff members this past Monday that he is completely satisfied with the file and the documents and that he has closed this case. He has also informed the complainant that a copy of the report is waiting for him at the DA's office and that the case is closed.
