May 11, 1981 For immediate release: Governor Bill Clements today naned Robert Shepard of Harlingen to the Board of Regents of Pan American University for a six-year term extending to August 31, 1985. Shepard, 35, will fill the unexpired term of Mrs. Billie C. Pickard of Raymondville, who was not confirmed. Shepard is partner and vice president of an insurance firm. He attended undergraduate and graduate school at The University of Texas at Austin. Governor Clements also appointed Harvey Daniel Glass, Jr. of Sterling City, Bruce H. Fisher of San Angelo, and Brian Richards of Bronte to the Upper Colorado River Authority for six-year tenms extending to January 1, 1987. Glass, 45, is a consulting engineer and rancher. He attended San Angelo College and Texas Tech University. He will replace Jack Douthit, whose term expired. Fisher, 57, is a partner in an insurance firm. He attended University of Alabama and will replace J. Dale Leddy, whose term expired. Richards, 30, is manager and part owner of Chadbourne Ranch and vice president of First National Bank in Ballinger. He attended Texas Tech University and Texas A&M University and will replace M. Royce Lee, whose term expired. Governor Clements named Chester Robert Upham, III of Mineral Wells and William Ansel Prewitt, III of Temple to the Board of Directors of the Brazos River Authority for terms extending to February 1, 1987. Upham, 26, is assistant manager and director of field operations for Upham Oil & Gas Company. He will replace Don T. Kern-by of Mineral Wells, whose term expired. Prewitt, 43, is president of Prewitt Holding Company, Inc. He attended Texas AEJI University and will replace Hugh Dobbs of Hillsboro, whose term expired.
