March 8, 1979 For Immediate Release: Governor Bill Clements today designated Mrs. Carol Dinkins, Houston attorney, as his official negotiator with the federal government on the Coastal Zone Management Program. The governor also named an ad hoc task force to assist Mrs. Dinkins in developing and presenting a preliminary program to federal authorities. Seven members, representing all sides of the Coastal Zone controversy, will serve with Mrs. Dinkins. "The federal government has been most cooperative in granting us additional time to study this important matter," Governor Clements said. "I have discussed the issues in detail, and I am convinced there is common ground which can be reached prior to submitting a preliminary plan for federal approval. Mrs. Dinkins and the task force will find that common ground. All are dedicated to that objective." The well-balanced group includes Land Commissioner Bob Armstrong; Damon Engle of Texas City, Union Carbide; Sharon Stewart of Lake Jackson, environmentalist; Corby Robertson Jr., Houston oilman; Clay Rushing of Houston, Texas Mid-Continent Oil and Gas Association; John Armstrong of Kingsville, chairman of Texas Animal Health Commission and Harvey Well, Corpus Christi attorney.
