The second rule is, "Scheduling in a campaign is a zero-sum game." We can't be in two places at once. Assuming the schedule is full -- or, at some point will be -- adding any event to the calendar necessarily means deleting an appearance someplace else. The only way to insure that sufficient time is available for our highest priority counties is to insure that time doesn't get over-committed in lower priority counties. The only way to do that is to set ceilings on the number of events we will schedule in lower priority counties. Following is a proposed formula for allocating Governor Clements' time between now and May 3rd. The allocations were computed in the following manner: 1) 65 campaign days (excluding Sundays) between now and May 3rd. 2) Each day consists of 3 "units" -- morning, afternoon, evening. 3) Total of 195 units left before primary day. 4) Subtract ten percent (20 units) for personal and business commitments. 5) Subtract ten percent (20 units) for campaign management time (Executive Committee; survey presentations; T.V. shoots; debate preparation, etc.). 6) Divide net time remaining (155 units) by share of 1984 GOP primary vote cast in each of 41 priority counties.
