OFFICE OF GOVERNOR WILLIAM P. CLEMENTS, JI. November 19, 1981 For immediate release: Governor Bill Clements today announced the following appointments: Rush Hamil Record of Houston to the Texas Board of Mental Health and Mental Retardation for a term extending to January 31, 1985. Record, 63, is an attorney with Vinson & Elkins law firm. He attended Schreiner Institute and The University of Texas undergraduate school and The University of Texas law school. He will fill the unexpired term of William B. Schnapp of Houston, who resigned. Ernest Angelo of Midland to the Texas College and University System Coordinating Board for a six-year term extending to August 31, 1987. Angelo, 47, is an independent oil producer and former Mayor of Midland. He attended Louisiana State University undergraduate and graduate school. He will replace Sam D. Young, Jr. of El Paso, whose term expired. Leonard Rauch of Houston to the University of Houston Board of Regents for a six-year term extending to August 31, 1987. Rauch, 53, is chairman of the board of Greenspoint Bank. He is on the board of directors of First International Bancshares and a member of the Houston City Planning Commission. He attended the University of Houston and will replace Travis C. Johnson of El Paso, whose term expired. Richard Fairfax Dole, Jr. of Houston to the Conmission on Uniform State Laws for a six-year term extending to September 30, 1987. Dole, 45, is professor of law at the University of Houston. He holds the B.W. Young Chaired Professorship and was Iowa Commissioner on Uniform State Taws from 1969-1979. He received a bachelor's degree from Bates College and law degrees from Cornell Law School and University of Michigan law school. He will replace Jimmy L.Ross of Dimmitt, whose term expired. Elliott J. Kemp of Ballinger, Arnold French of Rowena and Ray Alderman of Winters to the Board of Directors of the Runnels County Water Authority for six-year terms extending to January 1, 1987. Kemp, 63, is a rancher and attended Howard Payne College. French, 50, is a farmer and conservation contract worker. Alderman, 55, is co-owner and general manager of a feed milling company. lie received a bachelor's degree from Texas A&M University. All are being reappointed to the board. 4t
