OFFICE OF GOVERNOR WILLIAM P. CLEMENTS, JR. January 6, 1981 For Immediate Release: Governor Bill Clements today announced the appointment of Willis Whatley of Austin as Deputy General Counsel and Charles C. "Chuck" Bailey as Assistant General Counsel in the Governor's Office of General Counsel and Criminal Justice. The appointments were effective Jan. 1, 1981. Whatley, 52, was Director of Judicial Processes, Criminal Justice Division, Office of the Governor, from March 1969 to May 1975, when he became General Counsel to the Criminal Justice Division. He earlier served in the 58th, 59th, and 60th Sessions of the Texas Legislature, representing Harris County and as an assistant District Attorney in Harris County. Whatley received his bachelor's and law degree from the University of Texas at Austin. Bailey, 32, was Assistant General Counsel at the Texas Department of Public Safety from May 1978 to December 1980. He had previously served as a chief felony prosecutor in the Criminal District Attorney's Office in Lubbock. Bailey received his bachelor's degree from Texas Tech University and his law degree from the University of Houston.
