Bill Clements for Governor ENERGY 9/5/26 The Clements Record • In 1979, Governor Clements proposed, at the National Governors Association annual meeting, a "Texas Position on Energy." • During Clements' first legislative session, he supported and signed legislation creating the Texas Energy and Natural Resources Advisory Council to coordinate Texas' energy policy. • In 1982, before the Southern Governors Association and the National Governors Association, Governor Clements proposed a "National Energy Policy for the United States." Included among the proposals was a call for an oil import fee to protect domestic oil supplies and to ensure national security. • Governor Clements has met with top Reagan Administration officials and Reagan himself in an attempt to convince them of the critical importance of an oil import fee and tax benefits for the industry. The White Record • As Attorney General, White continually delayed the lawsuit against the federal windfall profits tax. • In 1981 Mark White called on Governor Clements to open the call of the special session to increase both the oil and gas severance taxes. * White abolished the Texas Energy and Natural Resources Advisory Council during the 1983 legislative session. • In the 1983 legislative session, White agreed to go along with increasing oil and gas severance taxes. • White signed legislation in 1983 which imposed the first $100 drilling permit fee in Texas. • In order to balance his 1985 oversized budget, White recommended raising the drilling permit fee from $100 to $900. • Because of his overt partisanship, Mark White, the governor of the largest oil producing state in the nation, was not invited to an energy summit with the President. • White has no energy policy and has not attempted to develop one while he has been in office. \(1\ tt, Oro 10 I r,mirTct. 823 Congress Avenue, Suite 1010, Austin, Texas 78701 • (512) 476-1900 lit,h Purr, tc.i.un't
