Approximately six months ago, Eugene Douglas was appointed U.S. Coordinator of Refugee Affairs. The office is within the State Department and holds the rank of Ambassador. • 2. Douglas was a senior member of the State Department's Policy Planning Staff before accepting the Coordinator's position. Prior to his service in the State Department, Mr. Douglas was Director of International Trade and Government Affairs of the Memorex Corporation. He was born in Wichita Falls and has a B.A. from the University of Texas. 3. Mr. Douglas has offered to come to Texas, if you think it would be useful, to show the State Department's interest in refugee resettle- ment in Texas during the campaign. He would tour the areas of high impact and reinforce the support of the State Department to the Texas program.lt 4. The tensions on the coast have eased somewhat, but the shrimp harvest has been very slow. Economic conditions may push tensions higher later in the season.
