The personal and financial tragedies resulting from this occurrence are enormous and have touched every citizen in the city. Many of our homeowners do not have flood insurance, and because of current high interest rates will be unable to repair their homes and effectively have lost the equity in their largest personal investment. Without a reconsideration on the part of the administration, they have no way to recover their losses. I am surprised that President Reagan does not recognize the enormity of this problem, and I urge you to renew your application for disaster designation immediately. It is imperative that you use your close association with the current administration to cut through the bureaucratic foland ask the federal government to give us the assis- -""tiMitgro-vided by law.
