Clements, Jr. Governor Daniel N.Matheson,H1 Director As you know, early this year we instituted The Texas Energy Forum to bring together people in Washington with an interest in Texas energy issues. To date we have hosted three Texas Energy Forum luncheons: in February, Jim Nugent, Moak Rollins, and Charles Moore, the General Counsel of FERC, discussed the Natural Gas Policy Act from the perspective of state and federal regulators; in May, Tom Loeffler, Bill Fisher, and T. L. Austin focused on the importance of coal as an energy source for Texas; and in July, Bill Archer and Frank Burke, the director of Peat, Marwick, Mitchell and Co.'s national energy practice, addressed the impact of federal tax policy on the oil and gas industry in Texas. We are now planning a fourth luncheon for September 28, the subject of which will be the Texas petrochemical industry. The Forum has been very successful, primarily because we have succeeded in getting a large group of energy "players" (members of the Texas delegation and their energy aides, energy trade association representatives, prominent energy lobbyists, and state officials) together in a setting that has been conducive to open and informed discussions on energy issues of importance to Texas. One of our luncheons might serve as an especially good forum for a presentation on your National Energy Policy proposal, and I am writing to extend an invitation to you to use the Texas Energy Forum for that purpose. I would propose that we schedule a special forum at your convenience (before or after the election) at which you would be the only speaker (unless, of course71715r want someone else to accompany you). I have discussed this with both Ed Vetter and Hilary and each agrees that the Forum would provide a good opportunity for you to make a public presentation on the National Energy Policy proposal in Washington. If you will indicate your interest below, I will take it from there.
