Holloway SUBJ: Preparation of a Suggested National Energy Policy DATE: March 18, 1982 Governor, in response to your telephone call of March 16, I have tried to organize my thoughts in order to produce the result that you suggested. First, I have asked my staff, along with Bill Fisher, Walt Rostow, Moak Rollins and Ed Vetter to participate in the production of a draft of the statement for your review. We will have this draft to you by late next week. Following your review of the draft, I would suggest sending a revised version of the statement to a number of industry trade associations, including API, AGA, the staff of the IOCC, Lt. Governor, Speaker, Railroad Commission, and the Governor's Offices in Louisiana and Oklahoma. Before sending the draft to Louisiana and Oklahoma, a telephone call from you to Governor Treen and Governor Nigh would be helpful to get the proper attention and quick turnaround from those states. Following this review, we could present the statement to the full TENRAC Council at the earliest opportunity, thereby, increasing the bipartisan support for the statement from the State of Texas. Since I assume you will want to make use of the statement before our next scheduled Council meeting, we could either handle that review in writing or by a special called Council meeting. The above process should produce a consensus statement with wide-spread support from Texas and the other major producing states which would allow you maximum leverage in dealing with the Administration to focus attention on the need for a deliberate national energy policy and a Department of Energy to implement it.
