• Office of the Governor August 12, 1982 TO: WPC FROM. Polly Sowell ps Rich Thomas kr MEMO • Austin, Texas 78711 Phone (512) 475-2131 Beatriz Cortez, President of COPS, has requested a meeting with you and leaders of other COPS-like organizations from Houston, El Paso, and Fort Worth. She wants it to be in Austin and she has suggested September 13 or 20, 1982. Milo checked on Houston organization and it is OK. The Clements' field representative is a member. The El Paso group is radical and Jack Hammond and Rick Montoya both say they would like to get a lot of press and would try to make a lot out of their meeting with you. It is still a small, powerless group. The Fort Worth organization is headed by a Priest from Los Angeles, a committed democrat, very liberal and socialistic. It has about 70 members, is funded by the Church. Eddie Aurispa says a meeting with you would give them stature they don't deserve. If you don't want to meet with them, a good excuse is that the research is not complete yet on the issues raised by San Antonio COPS and you prefer one step at a time. San Antonio COPS has not yet asked for a meeting with Willis Tate. He is pre- pared to listen, but asked me to remind you that his committee 1.2...NOT___:...j2.ssioad to be concerned with school finance. Enclosed is preliminary research done by Budget and Planning on issues raised by San Antonio COPS, but we need Dr. Tate's input and some brainstorming before you meet with them again to discuss their concerns.
