GOVERNOR February 5, 1980 MEMORANDUM OFFICE OF THE GOVERNOR CRIMINAL JUSTICE DIVISION TO: Jim Cicconi, Assistant to the Governor FROM: Jan Lindsey, Criminal Justice Division, Office of the Governor SUBJECT: Report on January 30th Meeting of Governor's Task Group on Resettlement of Indochinese Refugees Due to a scheduling conflict, I was unable to attend the January 30th refugee task force meeting. Judi Hodges of my staff participated in my place. Judi reported that detailed minutes of this meeting will be provided at a later date by John Townsend. However, one item of concern that was repeatedly noted may be of interest. Three different speakers expressed concern that there will be more conflict in the coastal areas this spring when the fishing season begins May 15, 1980. Dr. Nguyan Van Chau, who is directly involved with the resettlement process in the Beaumont area, was very emphatic in his statement that there will be conflict between local fishermen and refugees when the fishing season begins. This was again emphasized by Mr. Emery Waite, Chairman of the Seabrook Coalition. He stressed that such conflict may be minimized by creating alternative jobs within the fishing industry, i.e., oyster processing, etc. The third speaker to address this issue was Efrain Martinez with the Department of Justice (Houston area). Mr. Martinez has been assisting the Seadrift community in resolving the racial conflicts that have intensified since the August killing of the American fisherman. Mr. Martinez recommended that: (1) The task group should become a permanent body - a place for interchange of ideas and information; and (2) a council of mayors for the Gulf Coast cities be set up to function as a forum for discussion of potential problems along the Gulf Coast.
