• OBJECTIONS TO THE PILOT PROJECT: l' There is more controversy surrounding the program now than in the past because there are many benefits available to the refugees (job train- ing and job placement) that are not accessible to the native born. 2. The Governor we4144have responsibility far—M-600 refugees in the project but no authority n-reduce the numbers entering the State in the normarEflannels. The public will perceive rezaaLtsibility and authority for all refugees entering Texas. 3. The proje t is not a pilot because there are no longer large numbers of free cas e camps. Also th-eAartcannot be replicated in oth r sections of the nation. A. The project is designed for communities with few, if any, refugees living there to avoid "impacted" areas. The refugees' high visibility will create many problems. (i) 1E- The "extra" money allocated to the project by ORR is insufficient to establish new service delivery systems in the "virgin" community and will create inequities in the existing programs. Some refugees have been on waiting lists for over a year waiting for services. 6. A one year_program does not allow enough time to establish quality service TeTivery systems. The attendant publicity necessary for an ORR success, would have an adverse effect on Campaign. (The site selection would have to be made within the next two months.) 8.
