GOVERNOR The Honorable Gene Jones Texas Senate Post Office Box 2068 Austin, Texas 78711 Dear Senator Jones: OFFICE OF THE GOVERNOR STATE CAPITOL AUSTIN, TEXAS 78711 September 8, 1980 As you recall, on April 7, 1980, I met with you, Representative Bill Caraway, members of my staff, and other officials of state government regarding the serious flooding problems in Harris, Galveston and Brazoria Counties. In that meeting, you stated that you supported a plan involving a five-county flood control district. Representative Caraway asked me to review this five- county plan on its completion, and I agreed to do so. I further stated my intention to have the U. S. Army Corps of Engincors, the Department of Water Resources, and the Disaster Emergency Services agency review your plan so that I could consider their reactions. I also feel it desirable to have in- put from the public on your plan in its final, detailed faun. All these things were to be done with a view to my determining a position on it. Un- fortunately, however, I have not yet received the details or the final form of your multi-county flood control district proposal. The Legislature will convene in only one-hundred twenty days. If the public and the agencies involved in this decision are to have a reasonable chance to make a thorough examination of your detailed plan, they must receive it soon. Frankly, unless your detailed plan is completed and made available soon, it will be difficult, if not impossible, for the involved agencies to complete the thorough review which I feel is essential. I know you share my recognition of the dangers involved in a failure to control flooding in the affected portions of Harris, Galveston and Brazoria Counties. I also know you share my commitment to assist local officials in solving this serious problem, and I look forward to the opportunity of re- viewing a detailed set of proposals as soon as possible.
