COMPLAINT AND INQUIRY BY U.S. REP. HENRY B. GONZALEZ, SAN ANTONIO U.S. Rep. Gonzalez complained in a telegram that Mexico appears to be arbitrarily limiting the amount of time vessels carrying scientific personnel from the U.S. studying the oil spill can spend in the area of the spill. Gonzalez said he had been informed Mexico had threatened to use force if vessels from Texas institutions stayed longer than the limited periods. Gonzalez was written August 16 that The University of Texas and Texas A&M University are the only Texas institutions involved in such spill studies. Spokesmen for both institutions reported they had encountered no such problems. Dr. Roy Hann, professor of civil engineering, Texas A&M University, said it is his judgment, however, that the Mexican government has not been as cooperative as it could have been with respect to sharing technical informa- tion regarding the spill. Your letter prepared here said the Coast Guard on-scene coordinator feels we are receiving the necessary cooperation from the Mexican government through State Department channels and the Mexican on-scene coordinator. The letter said you feel present arrangements made through the State Department are adequate.
