There has been no such ruling by the Supreme Court. During the last session of the legislature Luther Jones voted against I&R, and all he proposed was that the people should have the power for I&R and that was the extent of the constitutional amendment that he favored. Luther Jones and Speaker Clayton are not even on speaking terms. Therefore, I am sure that the Speaker does not feel that way. Our proposal is modeled after states that have initiative and referendum and none of which have been declared unconstitutional. I think someone is pulling Richard English's leg.
