MEMORANDUM Doug Brown (l;FROM: Jim Cicconi /(//L./t RE: Air Control Board DATE: September 11, 1979 For your information: Roger Wallis and Bill Stewart of Air Control Board visited to update me on the voluntary auto inspection and maintenance program to be set up in Harris County. EPA approved the state's application for a 30,000 grant for contractual assistance to develop the program. Wallis and Stewart asked me whether the Governor's Office would have a preference on the contract. Specifically, they asked whether it made a difference if they contracted with the Texaa_licanzzortation .I.5aitute at A & M, or if they used an outside consulting firm. I stated that, as a general rule, the Governor preferred to use state resources that might be available and adequnte, rather than outside consultants. In this case, I know that TTI at Texas A & 1'4 is highly regarded and capable. At least partly due to this conversation, Bill Stewart will recommend to the Air Control Board on September 7th that they negotiate an interagency contract with TTI to conduct the study and serve as program manager.
