_ k4i t/1,‘. . 11 • S MEMORANDUM July 2, 1979 TO: Doug Brow FROM: Ed Vetter SUBJECT: Energy Impacted Area Development Assistance Program As you know , the state has provided a preliminary response to the Feds regarding the FHA Development Assistance Program where areas are affected by lignite and uranium mining activity. For the record, I am not at all interested in having TENRAC administer this program. When the preliminary documents were prepared there were at least two logical state agencies other than TENRAC that could carry out this program. They are (I) the Railroad Commission. As I recall, they wanted to handle it. (2) The Texas Department of Community Affairs. In my opinion Omar Harvey's outfit would have more capab- ility and vested interest than TENRAC and I would be delighted if someone else would take the ball. EOV:jw
