Clements, Jr. FROM: Omar Harvey SUBJECT: Interim Responsibility for Texas Participation in Section 601 of the Federal Power Plant and Industrial Fuel Use Act of 1978 Due to the current status and extremely tight time schedule for qualifying Texas for participation in the first year funding of this program, it would be highly disadvantagepus to Texas to make any change in adminis- trative re'77777757Tity for the pFogram at this time. Following earlier discussions between myself, Paul Wrotenbery and Doug Brown, it was agreed that Paul's Budget and Planning Office wquld assumeAlnWim responsibility for this program in order to meet pressing fda-eaT deadlines. They have met the initial program requirements and schedules to date, and will have completed the required state submissions by September of this year. At that time, it would be appropriate to reappraise, the long-run respon- sibility for state administration of this program. I will be happy to work with Paul and Doug or others of your choice toward making appropriate recommenddrIrrrn7r1rfor permanent state responsibility for this pro- gram. Paul will be coming to your office later this afternoon for your signa- ture on proposals that must be submitted today. I just wanted you to know, prior to his arrival in your office, that we have discussed the matter, and I concur that it would be detrimental to the entire program to make any 17717777at this time.
