When he resigned from the N.R.C., a vacancy was created in the Marine Council. At an earlier point in time, you indicated that you did not intend to fill this vacancy. BACKGROUND: The Texas Coastal and Marine Council was created by the 63rd Legislature to advise and assist the legislature and state and federal agencies on matters pertaining to the coast. Of the sixteen (16) members, four are appointed by the Governor. Current appointees include: 1. Dr. John C. Calhoun of Texas A & M 2. Pike Powers - Former State Representative 3. Robert S. Massey - Rancher .4. Hugh C. Yantis Each appointment, with the exception of Yantis, will expire 6-30-83. The current appropriation bill carries a budget for the Council of $166,008 for FY 1980 and $164,924 for FY 1981. This figure reflects a line item veto of $48,000 for each year.
