t/t TM: Mit Spe3rs Doug Brown MEMORANDUM DATE: September 25, 1979 RE: Facts: Dam Dedication - Brazos River Authority Allen Clark called yesterday and informed me that Governor Clements had been invited by the Brazos River Authority to dedicate Robertson Dam on the Navasota River. Because the Governor's schedule was filled on that day, the invitation was declined, but Allen wanted to send a representative to the ceremony. I learned today that the Brazos River Authority extended the invitation to dedicate the Dam to Speaker Clayton, who has accepted. Analysis: 1. These types of dedications, although relatively unimportant, are media events and are very important to the local citizenry. Particularly disturbing is the fact that by turning down the offer, we have given a public relations opportunity to a potential political opponent. 2. At the same time, the Governor's schedule is extremely tight and to block out an entire afternoon for this type of activity might be ill-advised. . It would be inappropriate to suggest that a staff member or George Strake fill in er the Governor in that the s'onsoThf such projects are looking for a po i ica eavy or the center attraction. Recommendation: 1 Although her schedule is similarly tight, we should look into the possibility of sending Mrs. Clements in the Governor's stead. Rationale: 1. Although the project sponsor would balk at any suggestion of having a staff member filling in for the Governor at this type of ceremony, they would be hard-pressed to turn down Mrs. Clements. 2. Mrs. Clements is an extremely capable public speaker, and Mark Heckmann, with staff support from the appropriate division of the Governor's Office, could turn out an acceptable speech for her.
