Clark Facts: The Texas Tourist Development Board will conduct a Board meeting on Wednesday, September 19, 1979, at the Sheraton - Dallas at 1:30 p.m. As per our conversation, the Board will be considering the FY 1980 marketing plan which will, in part, focus upon the media effort for the coast that will be made during the fall and spring. My staff has discussed with Frank Hildebrand the idea of your appearing before the Board on behalf of the Governor to request their special consideration for the coastal tourist industry in light of the Mexican oil spill. Although the Tourist Development Agency has pretty much finalized the plans already, Hildebrand indicated that your appearance would help publicize the Board's activities and, at the same time, result in a public relations plus for the Governor. There are several points that should be stressed in the presentation: 1. That the Governor would encourage the use of the $140,000 fall budget to encourage beach tourism. 2. That the Governor would encourage a broader push in the spring in anticipation of the important summer tourist season. 3. That the idea of bringing travel editors from the various northern news- papers down for a tour of the beach would be invaluable and that the Board should encourage the national television networks to do follow-up stories featuring the relatively clean beaches. 4. That the Governor encourages the continued coordination of the Board's media activities and those activities planned by the various coastal mer- chants. 5. That the Governor pledges his continued support and assistance in this effort. Potential Problem: State Representative Hector Uribe has proposed that the Governor issue a special call requesting $1 million in emergency funds for the Tourist Development Agency to help advertise the coast. Any press coverage will likely bring the question up. FYI: We have three new appointees to this Board who will he in attendance tomorrow. They are: 1. Dominic Joseph Bernardi, Jr. 2. Wm. E. Ochse 3.
