I was thinking principally of format and thought you might want to consider as part of your briefing: 1. A summary of appropriations over the past X years. 2. A summarization of the number of employees over the past X years. 3. Brief description of each agency program that includes: A. Objectives B. Performance and efficiency measures as applicable. 4. Discussion of how federal legislation has recently adversely or otherwise impacted agency operations. 5. Highlight major issues immediately confronting an agency. 6. State legislation enacted by the Sixty-sixth Legislature of particular importance to an agency. I realize there are differences between any two agencies, but I think a standardization of format addressing each of the areas above and others I've left out would be of assistance to you and the Governor. If you think it's worth pursuing, I'd be happy to work with you and your staff to develop such a format. It would then be a problem of filling in the blanks for each agency and we can possibly be of help in that area as you deem appropriate.
