I spoke with Dick today reference his meetings with Ambassador Thomas Enders (former Ambassador to Canada), Assistant Secretary for Inter-American Affairs within the State Department; Mr. Frank Crigler, Director of Mexico Affairs, State Department; Mr. Diego Asencio, Assistant Secretary for Consular Affairs Bureau; as well as with Mr. Will Berry, Staff Director, National Governors' Association. He is "telexing" you specifics as to his meetings with each of these individuals. Ambassador Rubottom also informed me that Governors Ray, Milliken, and Ouie are scheduled to meet with the President tomorrow to discuss "refugee" policies. He added that Ms. Julia Taft (in 1975 she headed up a task force on Indochinese Refugees and then went to Department of HEW as Deputy Assistant Secretary) is being considered for the position of U.S. Coordinator for Refugee Affairs.* In his meeting with Will Berry, Dick was apprised of a proposed meeting-at-large for those governors attending the NGA Conference in Atlantic City, August 9-11, and who may be interested in matters pertaining to "immigration and refugee policy." This proposed meeting-at-large is to take place sometime during the day on Monday, August 10, 1981; and several governors have alreaq/exnressed their interest in participating. I believe this would be a very good oportunity for you to share your efforts and your contributions towards finding a solution to the immigration problem. As soon as a particular time is set and specific governors' names are provided, I will let you know.
