Tex 78711 Phone (512) 475-3021 1) Proposed policy positions to be presented to National Governor's Association (NGA) for consideration at July meeting must be submitted to NGA Uashington office not later than Wednesday, May 23, 1979. Governor Lamm of Colorado chairs the Natural Resources and Environmental Management Committee of the NGA to which the policy position will be referred for consideration. Governor Edwards of Louisiana is Chairman of the Subcommittee on Oil & Gas of Lamm's committee. 2) Texas Energy & Natural Resources Advisory Committee should be assembled as soon after the Legislature adjourns as is practicable. The policy position should be presented to the Council for its review and approval. '3) A meeting of the Congressional delegation should be arranged to once again present the Texas position as rearticulated by Lne policy position that will be presented to the NGA. The Governor, Lt. Governor, Speaker, Vetter, Rostow, Fisher, and etc., should be present to demonstrate a unified approach. In addition to the above steps, the Governor makes a major policy speech on the energy situation to the IOCC general assembly in Lexington, Kentucky on June 20th.
