MAINLAND TELEPHONE, (202) 225-2771 In response to your correspondence of April 30 concerning the Environmental Protection Agency's Construction Grants Program, let me assure you the Committee on Appropriations is aware of the urgent need for 1982 funding. On February 4, 1982 the Committee reported House Joint Resolution 390, recommending $2,400,000,000 in 1982 supplemental funding. Because the resolution would have exceeded the totals in the second concurrent budget resolution, a waiver of section 311(a) of the Budget Act was required. The Rules Committee did not consider the need for funding sufficiently urgent at that time and did not recommend such a waiver. Another appropriations measure, H.R. 5922, was reported from the Committee on March 23. This bill includes the $2,400,000,000 construction grants funding in addition to several other urgent supplemental items. Floor action on the bill is scheduled this week. I share your hope that 1982 construction grants funding will soon be available. Any further delay will only increase project costs and cause addi- tional program disruption. Best wishes. Sincerely,
