Even if it is pushed, there is a real question as to whether legis- lation will be enacted. This leaves the "unequal access" question, insofar as Texas intrastate pipelines are concerned. I believe we should "hang tough" on decontrol without windfall profits. But if it becomes obvious in the February time frame that no strong push from the White House will be forthcoming we should have a fall back position that urges the President to correct through legislation or administrative action (if possible) this question of intrastate access. }It might be worthwhile to caucus with Governor Treen and possibly Governor Nigh when we are in Washington at the NGA meeting as to how the access approach could be managed.
