Governor William P. Clements Jr., Texas Comments on New Federalism Philosophically, I'm very much in accord with the "New Federalism" concept, and I think that we in Texas can do a better job and deliver better services to our people than the federal government can. But, even though I am very much in accord philosophically, I would have to know the details of the program beyond the very broad brush so far demonstrated. We in Texas are used to swapping--marbles, chickens or horses. I'm willing to swap, but I want to know what I am supposed to swap. In any massive shift of responsibility such as the "New Federalism" contemplates, we must be very careful that Congress does not pass the programs to the states, continue all of the tight regulations and keep the money that has gone into them. This would be a disaster. I am sure that President Reagan intends for the programs and the money to come to the states with far fewer regulations and all of us must be diligent to see that this is done. If President Reagan's concept remains intact through the Congressional process, there will be no tax increases necessary in Texas. On the other hand, if the programs are delegated with no money or tax base opportunities accompanying them, we will have a hard choice in the states: either continue programs and raise taxes or reduce and revise the programs without a tax increase.
