TDC has no plan to accelerate availability of beds beyond the 2800 by July 15, and the 5300 by September 1, as stated in your press conference of May 13. 2. The cap on spending will be confused with the surplus by the voters. If spending allowed in the session equals cap, it is crisis manage- ment, simply throwing money at the problem. There will be pressure by TDC, Pardons and Paroles, Probation and some demagogs to remove cap. You will explain that all summer. 3. If you limit session to repeal of property tax and correcting language of the constitutional amendment on welfare, you are only correcting errors made in the past session. 4.
