This project will develop a data base for the state's economy and project the significant elements of our economy through the year 2000. Included in this study will be the population of the state, the probable level of undocumented workers which I hope sometime in the near future will have some form of legal status, the shifts in demographics, changes in education, etc. It will also examine the energy production and consumption levels of the state, the industrial development of the state, the rural development of the state, water needs, and other key factors that will bear on our future. With these data we then can identify those major issues which would confront the state; and, through the involvement of the appropriate state officials, members of the academic community, business leaders, and citizens, hopefully we could arrive at desirable programs that would improve the outlook for all of Texas. We have been fortunate in attaining the services of Dr. Victor Arnold of the LBJ School of Public Affairs to head up this project, and we have found a small amount of money to sustain his office with a view to having some initial results in sufficient time to develop issues which should be addressed in the 67th Legislative session. Although there will be great expanded public involvement down the road, I think Dr. Arnold needs a small steering committee to help him in the early phases. I would hope, therefore, that you would agree to serve on this steering committee. Would you please advise my office at your earliest whether you agree to this project and to your participation.
