Dear State of Texas Board Appointee: By agreeing to serve as an appointed officer of the State you have accepted a great responsibility to Texas and her citizens. While this honor recognizes your prior success and achievement, your appointment carries with it the commitment to apply your talents and energies in behalf of the State of Texas. The effectiveness of our state boards determines in large measure the effectiveness of our state government. For those with a limited experience in government operations, the period immediately following an appointment is a learning experience as one becomes acquainted with the processes of state government. Each appointee must become familiar with board and agency responsi- bilities, budget matters, operating procedures and other aspects of agency operations before he or she can begin to make an informed contribution. The development of this handbook is one of many activities within the Texas State Government Effectiveness Program designed to improve the efficiency and effectiveness of our state government.
