Austin, Texas 78711 Office of the Governor Phone (512) 475-3021 October 14, 1981 TO: David A. Dean MEMO 707--4:44;44-7 Willis Whatley SUBJECT: Continuation of Funding for Advocacy, Inc. Governor Briscoe oriainally designated the State Bar as the agency for being the applicant and overseeing the non-profit organization Advocacy, Inc. Paige Massey contacted the people who primarily deal with Advocacy, Inc., i.e. Mental Health and Mental Retardation, Department of Human Resources, Attorney General's Office, Texas Rehabilitation Commission, Texas Society for Autistic Citizens, and Byron Fullerton, Dean, Texas Tech Law School (see atta6led comments). The information obtained shows that they are doing a good job and they are doing it in a professional manner. The Governor, on September 25, 1979, signed the necessary assurances regarding Advocacy, Inc. Until such time as Advocacy, Inc. is replaced, no further action by the Governor is re- quired. In my visits with Dayle Bebee and members of her staff, they have been extremely cooperative. Dayle Bebee's letter to Wayne Fisher, President of the State Bar of Texas, indicated that the State Bar will continue to be the sponsorship for Advo- cacy, Inc. When I takled to Dayle Bebee in early September, I indicated at that time to the best of my knowledge that the Governor's Office would have no objection to the continued designation of the State Bar as they have been in the past if everything was in order. Uayle Bebee advises that their funding is in the budget reconciliation and she anticipates being funded at a minimum at the current level. If you concur, I will so advise the State Bar and Dayle Bebee that the Governor has no objection to the continued designation of the State Bar. bl .4,:6-6b4utb6.13u— kAile wbAtt AA,r &leale46,1 _ iiv74(f Deputy General Counsel
