Hellums 4100 Ramsey Austin, Texas 78756 Dear Mr. Hellums: On the morning of February 9, 1980, prior to my press conference of the same date, there appeared in the Dallas Mol:nilly News an article purporting to state the facts surrounding your resignation from the Texas Department of Health. Your supervisor, David Lacker, is quoted in the article as disagreeing in numerous important respects with the allegations made in your resignation memorandum and as characterizing your job performance as adequate but not exceptional. I have enclosed a copy of this article for your information. Based upon this press report, I formed the opinion that your supervisors at the State Health Department had not been completely hapOy with your work and I stated this opinion at my press conference. I am enclosing a transcript of the pertinent portion of the press conference. I fail to see that your good name could have suffered as a result of my having stated an opinion which I clearly identified as such and which I clearly stated to the press that they should verify through your supeivi- sors.
