Clements, Jr. FROM: J. ler SUBJECT: H er Education Desegregation Suit DATE: October 14, 1982 On September 22, Tom Rhodes and Ken Ashworth visited Secretary Bell and his officials in the Office of Civil Rights to negotiate a settlement of this suit. They reached verbal agreement and agreed that we would submit a revised plan which incorporates the points agreed upon. That has been done, and the revised plan was submitted to Washington today (copy of letter and plan are attached). This was prepared by Dr. Ashworth and cleared by John Fainter (representing the Attorney General), David Herndon and me. It will be reviewed by personnel in the Department of Education, and we should receive word on it within the next two weeks. We believe this plan will be acceptable. The major issue concluded in the Washington meeting was to double the number of blacks entering graduate and first professional schools, from 120 to 240 per year. I believe that these goals are attainable. Only North Texas State University has raised a question, and their complaint may be justified. However, this plan will be revised on a regular basis, so this can be remedied in the next revision. I will be glad to brief you on the plan if you desire it. jc SAM HOUSTON BUILDING • P.O.
