Montoya THRU: Hilary Doran SUBJECT: Hispanic Leaders' of Texas Reaction to Your Immigration Position Immediately following your Voting Rights press conference today, I had a luncheon meeting with Oscar Moran, Texas State Director of LULAC, Ed Sernaldez, Texas Stdte Chairman of the American G. I. Forum and Jose Garcia, Texas State President of IMAGE. They were briefed by James Barnes, General Counsel to Secretary of Agriculture Block on the H-2 program and then by me on your recent testimony on immigration. RESULTS I. Initial unairrinous objection to Employer Sanctions because of possibility of discrimination. However, when I advised them of your recommended use of a "beefed-up" social security card that everyone seeking employment, regardless of race or color would be required to show, the opposition died! 2. Group is starting to accept temporary guest workers as a necessary part of the overall immigration proposal. 3. Additionally, they are beginning to recognize your efforts as that of a humanitarian and in the best interest of all parties involved. BOTTOM LINE Frankly, I cannot judge if the Hispanic leaders' acceptance oF your program is sincere or a leftover euphoria from the successful voting rights endorsement by you. With the addition of language on a "beefed-up" social security card and a reaf- firmation of the humanitarian aspect of your plan, I feel we can call the Hispanic leaders together again and get an endorsement. If this can be orchestrated to coincide with the Task Force survey, it should have a major impact on Senator Simpson's Subcommittee. With your approval, I will follow-up and work on obtaining Hispanic organization endorsements. James Barnes was impressed at the acceptance the Hispanic leaders had for your proposal.
