MEMORANDUM DATE: March 27, 1981 TO: Willis Whatley FROM: Chuck Bailey SUBJECT: Current Projects 1 Matagorda Island - We are continuing our negotiations with the Department of the Interior and the General Services Administration to obtain the aban- doned federal property on Matagorda Island, one of the barrier islands off the coast of Texas. We will be making our initial contact with the new Secre- tary of the Interior Watts to continue these negotiations. 2 Work Furlough Plan - We have prepared an in-depth study of the Work Furlough statute, Article 6166 x-3 VACS and the Proposed Community Treatment Plan pro- posed by TDC. We will be monitoring these programs while TDC is examining various options in light of the Ruiz decision. 3. TENRAC - We are working with the General Counsel at TENRAC on proposed legis- lation to give the Governor emergency powers during an energy shortage. 4. Executive Order on Water Resources - We have prepared a rough draft of an executive order dealing with water use and conservation for the immediate and distant future. 5. Evaluation of the Organized Crime Council's Annual Report - We are studying and evaluating the annual report to be published by the Organized Crime Council. As each section of the report is finished it is scrutinized for legal accuracy. kf
