. 'OFFICE OF GOVERNOR WILLIAM P. CLEMENTS, JR. April 24, 1980 For Immediate Release: Governor Bill Clements, Lt. Governor Bill Hobby, and Speaker Bill Clayton today announced a coalition of state and local officials including Chief Justice Joe Greenhill, Supreme Court of Texas; Presiding Judge John F. Onion, Jr., Court of Criminal Appeals; Judge Craig Penfold, Chairman, Juvenile Justice Committee; Judge Bill Martin, Chairman, Juvenile Justice and Delinquency Prevention Advisory Board; and Roy Robb, President of the Texas Probation Association, who have joined with them in recommending to the Legislature in 1981 the creation of a Juvenile Probation Commission to provide financial assistance to local juvenile probation departments. The Juvenile Probation Commission will be merged with the Adult Probation Commission which will be renamed the Texas Probation Commission. The Commission will continue to be appointed by Chief Justice Greenhill and Presiding Judge Onion and will include a balance of juvenile judges and district judges together with citizen members.
