OFFICE OF GOVERNOR WILLIAM P. CLEMENTS, JR. March 28, 1979 For Immediate Release: Governor Bill Clements today named three new members of the Board of Regents of Texas Southern University. Nominees are Mrs. Marjorie Meyer Arsht of Houston, Howard D. Kirven of Dallas and Winston R. Webster of Houston. Mrs. Arsht, 64, succeeds Richard Reyes of San Antonio. Kirven, 51, succeeds George L. Allen of Dallas. Webster, 35, succeeds Judson Robinson,Jr.of Houston. All will serve six-year terms extending to February 1, 1985. Mrs. Arsht teaches continuing education classes at the University of Houston and is in the real estate business. Kirven is principal of Julia C. Frazier Elementary School in Dallas, and Webster is a Houston attorney. The Governor Wednesday also named Joe N. Pyle, 48, San Antonio consulting engineer, to the Texas Board of Health. Pyle will succeed Jack E. Brown of Lubbock for a six-year term extending to February 1, 1985. He will represent civil engineers on the board. Governor Clements also nominated Albert Franklin Heldenbrand of Selman City to be a member of the Commission for Indian Affairs; Dr. David B. Oliver of San Antonio to the Texas Board of Licensure for Nursing Home Administrators and Jimmy C. Payton of Euless to the Board of Directors of the Trinity River Authority of Texas. Helden- brand will succeed Dempsie Henley of Liberty;Dr. Oliver will succeed Francis A. Flynn of Austin. Payton was reappointed. All will serve six-year terms.
