OFFICE OF GOVERNOR WILLIAM P. CLEMENTS JR. February 26, 1981 For Immediate Release: Governor Bill Clements today announced appointment of Richard C. Mellado of El Paso to the Texas Employment Commission for a term extending to November 21,1986. At the same time, the Governor announced he is naming Robert H. Dedman of Dallas and John R. Butler Jr. of Houston to the State Highway and Public Transportatior Commission. He also designated Judge Joe E.Kelly of victoria as presiding judge of the Fourth Administrative Judicial District and Judge Ray L. McKim of Odessa as presiding judae of the Seventh Administrative Judicial District. He reappointed Judge Herman Jones of Austin as presiding judge of the Third Administrative Judicial District and Judge Max N. Rogers of Huntsville as presiding judge of the Second Administrative Judicial District. Judge Kelly succeeds Judge Peter M. Curry of San Antonio and Judge McKim succeeds Judge Perry D. Pickett of Midland. Mellado, 57, was regional director of the U.S. Department of Labor Veterans Employment Service 1975-1979. He served in the U.S. Air Force 1942-19119. Butler, 42, was named to succeed DeWitt C. Greer of Austin whose term expired. If confirmed by the Senate, he will serve a six year term extending to February 15, 1987. He is chief executive officer of a Houston oil and gas consulting firm. Dedman, 55, replaces Ray A . Barnhart of Pasadena who recently assumed duties as Federal Highway Administrator. The unexpired term extends to February 15, 1985. He is the founder and Chairman of the Board of Club Corporation of America and has been serving as chairman of the State Purchasing and General Services Commission. Mellado served four years as LULAC state director in Washington, and his wife, Bertha, held the same position two years.
