OFFICE OF GOVERNOR WILLIAM P. CLEMENTS, JR. September 15, 1982 For Immediate Release: Governor Bill Clements today announced the appointment of Judge Earl W. Smith of San Angelo to be Justice of the Court of Appeals, Third Supreme Judicial District, until his successor shall be duly elected and qualified. Smith, 62, has served as Judge of the 51st District Court. He is a charter member of the Texas Bar Foundation and a nember of the International Academy of Trial Judges. He attended Schreiner Institute and The University of Texas Law School. His appointment to the newly-created judgeship is effective September 20. The Governor also announced appointment of Royal Hart of San Angelo to replace Judge Smith as Judge of the 51st Judicial District, Coke, Irion, Schleicher, Sterling and Tom Green counties, until the 1984 general election and until his successor shall be duly elected and qualified. The appointment is effective September 21. Hart, 58, has served as District Attorney for the 119th Judicial District. He received bachelor's and law degrees from The University of Texas and a master's deyLce from New York University. Governor Clements appointed Charles Edward Tarry of Houston, Poxanna Guerra of Laredo and Geraldine Smith Mauthe of Uncertain to the Private Industry Council for terms extending to September 24, 1983. Tarry, 37, is Senior Marketing Specialist for Exxon Company, USA and attended Tennessee State University. He will replace Gerald Borders of Dallas, who resigned. Mrs. Guerra is Director of the Laredo Family Counseling Services and a representative of the Diocese of Colpus Christi. She attended Del Mar College and will replace Albert R. Rodriguez of Austin, whose term expired. Mrs. Mauthe is Vice President of Smith Steel Casting CoNpany and attended The University of Texas. She has been Director of the Texas Chapter of the American FOundrymen's Society since 1979 and will replace Delmar T. Tally of Austin, whose term expired.
