WILLIAM P. CLEMENTS, JR. GOVERNOR STATE OF TEXAS OFFICE OF THE GOVERNOR AUSTIN. TEXAS 78711 March 19, 1987 Lee Brown Chief, Houston Police Department 61 Riesner Street Houston, Texas 77002 Dear Chief Brown: Thank you for your recent letter concerning special drug problems faced by major cities and the three major approaches to combat drug trafficking that you desire to implement. I agree that the enforce- ment of narcotic laws in Houston and other large cities is an extremely high priority. For fiscal year 1987, the Anti-Drug Abuse Act of 1986 allocation for Texas will be $10,662,000 for the criminal justice system. To date, the Bureau of Justice Assistance has not made available some needed information to qualify for these funds. Further, the Act requires a statewide drug strategy that is now being developed. Your feeling that moneys available should be disbursed according to population and crime figures certainly has merit and historical support. I assure you that when our funding decisions are made, your comments will be considered. one. Thank you for sharing your aggressive approach to combating the drug problem with us. I believe the additional federal funds available in the Anti-Drug Abuse Act of 1986 will enable Texas to wage the all-out attack needed to reduce drugs available and prosecute those violating the drug laws. If I can be of assistance to you in any way, please do not hesitate to contact me or a member of my staff. Sincerely, William P. Clements, Jr. Governor WPC/flb
