Thomas, 41, will have responsibility for helping in policy initiatives and policy implementation. He also will provide advice and counsel on a broad array of issues spanning most functions in the state government. During the first Clements Administration, Thomas served in several positions, including a member of the Budget Office, a Deputy Director of the Department of Community Affairs and the Deputy Executive Assistant. Prior to his new appointment, Thomas worked as an independent consultant, specializing in issue development and research on public policy and business matters. Thomas received a Bachelor of Arts Degree from the University of the Pacific in 1965. He also did graduate work in economics at Columbia University and at the University of Texas at Austin.
