There is no need to arbitrarily increase taxes and create more ill will toward the energy business than already exists. I have read your proposed "National Energy Policy" but find little comfort in the idea that this country can form a long range plan, free of politics, and make it work. Governor Clements I certainly am willing to work with you and for you in an effort to help do something constructive in the way of "Energy Planning", but I am afraid that it will be a long, uphill battle.
