Speaker Clayton suggested that it would be a good idea to have a single Texas Probation Commission that would handle both adult and juvenile probation. He feels that the administration costs would be less by combining the two than creating two separate entities to handle probation. He feels that proba- tion is probation and that an experienced probation officer could handle both. In discussing this with Don Rives he also feels this has alot of merit. The reason that House Bill 39 died in the Senate, which at that point would have created a separate juvenile probation commission, was that the Senate sponsor was Senator Truan. As you know Truan was one of the Killer Bees and so Hobby just never got around to recognizing Truan for the third reading of his bill. Former Senator Chris Cole has been very bitter toward Hobby for not recognizing Truan because he favored the separate commission approach. However, as indicated before, Don Rives likes Clayton's suggestion on a single Texas Probation Commiss'on. They will be glad to assign a staff person to help us so desire. ecommendation: That we seriously consider establishing a Texas Probation Commission, similar in make-up to the present Adult Probation Commission to handle both adult and juvenile probation.
